How to apply for EMA, and what it actually is

Do I apply for EMA or for a scholarship?

You apply for the scholarship. This is the single most common point of confusion, and it matters because searching for an "EMA application" leads families to the wrong place.

So the real question is which scholarship fits your student. Once awarded, EMA access follows automatically; there is no separate EMA signup.

Where to apply

Applications are submitted through Step Up For Students. Application windows, award amounts, funding priority groups, and required documentation are set by the state and by Step Up, and they change from year to year, so the official pages are the only reliable source for current specifics.

• Check the current handbooks before applying so you know what the scholarship can and cannot be used for.

What documentation does the application need?

Exact requirements depend on the program and are published in the current handbook. In broad terms, families are generally asked to establish three things.

• Who the student is. Proof of the student's identity and Florida residency.
• Why the student qualifies. For FES-UA this generally means documentation of a qualifying diagnosis or an eligible educational plan. For FES-EO, eligibility is driven by different criteria, including household factors.
• Who you are. Verification that you are the parent or guardian with authority over the student's education.

Because these requirements are updated each scholarship year, confirm the current list in the FES-UA Family Handbook rather than relying on a prior-year checklist from a parent group.

How does funding actually reach a family?

This surprises many new families: for most FES-UA expenses, money does not arrive as a payment you spend freely. The two main paths work differently.

On payment timing: deposit dates and review windows are published by Step Up and shift between scholarship years. Reimbursement review can take up to 60 days after all required documents arrive, and a correction on an on-hold request restarts that window. Confirm current dates in the handbook rather than a screenshot from a previous year.

Common questions

Is EMA the same as the scholarship?

No. EMA is the portal where an awarded scholarship is managed. Families sometimes say "my EMA" to mean their scholarship account, which is why the terms blur together.

Can I use the scholarship for something I already bought?

Only if the purchase falls inside the eligible window for the scholarship year you are claiming against and meets the category rules. For 2026-27 the purchase window runs July 1, 2026 through June 30, 2027, with reimbursement requests due July 31, 2027. Details are in the FES-UA reimbursement guide.

What if my child's award is still processing?

Award and renewal status is controlled entirely by Step Up. An independent tool cannot look it up for you, and neither can a parent group. Contact the Step Up help center for anything related to award status.

Why did my reimbursement go on hold right after I was approved?

Award approval and reimbursement approval are separate reviews. A funded account does not guarantee that a specific request clears; the packet still has to show the expense, the payment, and the category documentation. See the on-hold checklist.
